In another “egregious” incident in October in Tulkarem, two eyewitnesses interviewed by Amnesty described Israeli forces opening fire from a watch tower on a crowd of at least 80 people who were holding a peaceful protest in solidarity with Gaza.

IDF soldiers opened fire on journalists wearing clearly visible “Press” markings as well as on a Palestinian man who was riding past the protest on a bike.

By carrying out such attacks, said Amnesty, Israel is violating international standards including the U.N. Basic Principles on the Use of Force and Firearms by Law Enforcement Officials.

Israel’s Claims Against UN Relief Agency Lack Evidence

Channel 4 noted Monday that all 13,000 of UNRWA’s Gaza employees’ names “have been checked against the U.N. terrorism list and, as recently as last May, were vetted and approved by Israel.”

The UNRWA quickly fired nine of the employees named by Israel. On Monday, U.N. Secretary-General António Guterres established “an independent review group to assess whether the agency is doing everything within its power to ensure neutrality and to respond to allegations of serious breaches when they are made.”

The Daily Beast also obtained a copy of the Israeli dossier and — similar to Channel 4 — reported Tuesday that it “includes little evidence to back up” Israel’s allegations against UNRWA employees.

Ashish Prashar, a spokesperson for Gaza Voices, said in response to the new reporting that “we now know that the document used to suspend funding to UNRWA ‘provides no evidence.’” 

“This is the latest campaign in a decades-long attack on UNRWA by Israel and a subset of the broader campaign to eliminate the Palestinian refugee issue,” said Prashar. 

“People in Gaza are starving, and because of spurious allegations made in a dodgy dossier, they will experience worse hunger. This scandal should lead to resignations from officials in the U.S., U.K., Germany, and elsewhere who all suspended funding to a besieged people experiencing a genocide as a result of a baseless accusation by the génocidaires themselves.”

Jeremy Scahill, a senior correspondent at The Intercept‘s criticized the Biden administration and The Wall Street Journal for characterizing the dossier as “some smoking gun.”

“Instead of giving us his full backing, Biden is busy with giving humanitarian aid and fuel (to Gaza), which goes to Hamas,” Ben-Gvir told the Wall Street Journal on Sunday. “If Trump was in power, the US conduct would be completely different.”

Itamar Ben-Gvir, who was appointed as a National Security Minister in December 2022, is known for his far-right views. He previously called for the occupation of Gaza and the expulsion of the Palestinian population from the enclave. He also threatened to bring down Netanyahu’s governing coalition if the PM is too soft on Hamas.

After warning the flotilla to end its attempt to proceed to Gaza, the Israeli Defence Force (IDF) sent an elite commando unit to board the Mavi Marmara and other vessels in order to stop their progress, impound the vessels and detain all the protestors (with the assistance of Israeli Navy vessels). The activists were not armed with guns but some used bars (and the IDF said knives) to fight back against the IDF personnel boarding from helicopters and ships. The IDF commandos came armed with guns, tear gas and stun grenades. Nine protestors were shot dead (peppered with bullets according to the Guardian) and around 30 were injured. Several IDF soldiers were injured, some seriously. Mankell was not injured, but along with hundreds of other, he was detained in Israel and then deported to Sweden. Mankell died of cancer in 2015, aged 67.
