Member states on the Council can authorise, almost tyrannically, the use of force. They can impose sanctions, create ad hoc tribunals to try war crimes, and set up bodies of their own wish and design. But the supreme power of the Security Council granted under Chapter VII of the UN Charter has its own, self-stalling measure. One might even call it retarding, a limitation that makes deliberations often look carnivalesque. The main participants in the carnival are always the permanent five (P5): the United States, United Kingdom, France, Russia and China. Their continued relevance lies in their unaccountable exercise of the veto, an aborting device that kills off a resolution with swiftness and finality. And only one of them need exercise it, whatever other Council Members think.

US ranks last on adherence to UN Charter – Pearls and Irritations

At the very bottom of a new index ranking 74 countries adhering to the UN Charter is the United States, with Israel being the second from the bottom. Both countries are frequently at odds with the UN multilateral system. The US needs to recognise that the UN system, operating under the UN Charter, is the true “rule-based international order.”

NATO is positioning itself as a substitute for the UN, suggesting that it – and not the actual international community – is the arbiter and guardian of the world’s ‘interests, security, and values’. This view is contested by the vast majority of the world’s peoples, seven billion of whom do not even reside in NATO’s member countries (whose total population is less than one billion). Those billions wonder why it is that NATO wants to supplant the United Nations.

The United States has vetoed a Kuwaiti proposal to the United Nation Security Council (UNSC), which sought to offer “international protection” to Palestinian civilians in the wake of more than 120 of deaths in the Gaza strip.

In a speech to the council, US ambassador to the UN Nikki Haley criticized the proposal, describing it as a “grossly one-sided view”. Haley accused Hamas of inciting violent acts at the border between Gaza and Israel, purposefully infiltrating the ‘Great March of Return’ mass protests with its “terrorist fighters” and deliberately using civilians as human shields.

“The terrorist group Hamas bears primary responsibility for the awful living conditions in Gaza,” she said, before the UNSC vote.

It was the second time that Haley has blocked a UN measure on the Israeli-Palestinian conflict. She previously vetoed a draft resolution that rejected President Donald Trump’s decision to move the US embassy to Jerusalem, after all 14 other council members supported it.
