Under international law, Israel is the Occupying power in Gaza and therefore is responsible for the health and well-being of the civilian population there. Israel is rather falling down on the job. The Red Cross says, “the demand for electricity in the Gaza Strip is estimated at 470 megawatts, of which approximately 45% are currently being met.”
